PHPMailer problem bei der Verbindung zu smtp.mail.emea.microsoftonline.com

Bin ich immer die folgende Fehlermeldung beim Versuch zu senden eine E-Mail von einem web-server läuft W2K-server 2003 smtp.mail.emea.microsoftonline.com

Kann jeder spot, was ist falsch? Ich habe den folgenden Satz in php.ini sowie:
