Symbolleiste hinter der status-Leiste mit API-21

Habe ich ein fragment mit einer CoordinatorLayout

Wenn ich die app starte mit API 19 das Verhalten so richtig ist :
Die Symbolleiste wird unten in der Statuszeile und im FAB-Taste der main_activity Weg gehen :

Aber mit der API-21 und + :
Die Symbolleiste ist hinter der Statusleiste und die FAB-Taste der main_activity gehen nicht Weg :
